As you know, I have been working on the Strategic Plan and Federal Priorities of Council for the past 7 years. One of the priorities during this period has been the relocation of the Post Office, that priority has not changed.
Last March (2016), I made a report of the progress made on the possibility of relocating the post office and the requirements that would have to be met. After that report, most council members voiced concerns about the project to a point where I removed it from the agenda. Concerns expressed were along the lines that no alternate proposals were vetted and the neighborhoods were not polled as to their feelings of moving the post office from the current location and replacing it with a replicated building of the old Park View Hotel. Additional concerns were made as to the cost. No mention was made that the building would have to be a hotel, just that the building would have to replicate the original structure.
I waited a full year for a Council Member or members to take the initiative to answer questions that might exist in the community regarding relocation of the two facets of the post office and what might be built to replace it. Nothing came forth, as a matter of fact, the topic was not even mentioned for a full year. I am not willing to wait another year to see what direction Council may take.
I am requesting this be placed on the next agenda:
The City establish a date, no later than June 30, 2017, to hold a Charette, Town Hall meeting, or what ever it needs to be called, to act as a request for information on what should be done with the post office. This meeting will act as a replacement to a RFI for developers/ contractors for the project.
City Council will take the information from the meeting and hold a Speicial Meeting prior to our July/August recess to determine what the City wants in the place of the post office. The decision of City Council will develop the guidelines for Finance to develop a RFP to find out what and which developers may have and interest in working on the project. The RFP should be back to Council by October 1. 2017 and then we can start work on the project.
I know I am missing some of the steps in this process, but that is for you to add; it is also your responsibility to tell me if the time frame is responsible. I think I have given you enough information to formulate a motion that Council can act upon, but would enjoy the opportunity to sit with you and revise modify the time table.
