Good Morning John and Ed,
Very little time to review the material being presented for tomorrow, and what has been submitted is difficult to relate to the RFP that defined the Consultant’s effort.  That RFP is attached for reference.

Perhaps, as part of the presentation tomorrow, could you have the Chief include in his presentation the specific parts of the Consultant’s report where each of the “must include” proposal items are covered.
This will definitely help in making sure  “all bases” have been covered, in particular, details on cost(s)/revenue(s)……historical & projected.
Btw, although certainly critical, I did not find in the RFP an item regarding “response time”.  When was this introduced into the work plan and where are the records documenting this added effort?  Were the other RFP responders aware of this change?  How much did this increase the fee?
